I suggest you see your designers on creepage and clearance issues. As the
toe overhang essentially forms a conductor then it changes the circuit
design/layout. If the design is at it's limits (ie minimum track spacing and
still making creepage and clearance regs)then any toehang will compromise
the design by violating the allowable distance between two conductors. This
issue (overhang/C&C) applies to other componentry too eg lead clinching.
