Jim,

If the edge of the board in question is adjacent to either another board (on
a multi-board panel) or throw away (break offs) on the panel, one easy way
to do this is  to drill a complete hole or slot, with half of it going on
this board and half on the other or into the break away material.  We are
doing something similar to that on one design, although we are not plating
it and not soldering to it.
