You dont say if this problem is all over the board surface, or just in
certain areas. I once had experience of this problem in isolated areas of
the panel, and found that the rubber coating on the rollers had bubbled
slightly, (so slight, it was not visible to the naked eye), and the
rotation and flexing of the rubber did not exert enough pressure onto the
surface of the panel. New rollers did the trick, and the old ones sent for
recovering.
Another possibility, may be that the anti-tarnish process after electroless
may not be rinsed off properly. Look for for tell-tale stains on the panels
prior to lamination.
