Dan,

I am not an expert by any means, however other people have offered the
following:

http://www.lead-free.org

Both have some interesting information. One point after reading the content
of the Second Draft of the WEEE, although it does talk alot about 'take
back', I myself had to look close to find the one sentence that says that
the use of lead should be done away with.
