From a quality perspective, why don't you just reject the boards back to
your supplier and bill 'em. Bit of buck passing I know but sure as hell
doesn't mess up your process. If the problem is consistantly bad then you
should be addressing the root cause (be it supplier or design)and not
dressing the wound. Sorry this doesn't address your "production needs" but
if you work with trash then you end up in the trash - put your foot down!!!
