This is an urban myth.
I don't trust anything forwarded to me that asks 'to pass it on'.

I did a keyword search for 'bill' at an urban myth site
http://www.urbanmyths.com/

And it generated a generic 'e-mail web tax' myth.

Remember folks the US might have developed the internet but it's global now.
