Sounds like excess activator and maybe excess handling as well. The activator
has some solvency so if there are any handling soils on the board it will
partially dissolve them before flashing off ... changing what was glossy and
therefore invisible to a matt and highly visible residue.
To reclaim the boards try brushing with regular IPA or wave solder flux
thinner, or maybe a proprietary aerosol cleaner all of  which should get it
off easily enough.
