There is a company in the Chicago metro called Motherboard that used to buy scrap board from my previous employer.  They make clipboards, business card holders...etc, out of them.  Sorry, I do not have their phone number but you may be able to get it from Yahoo's yello pages.

Some time ago there were some postings on the TechNet that referenced
companies that purchase scrap PCB's.  I think they also mentioned
that they purchase scrap IC tubes, etc.  I believe they recycle them.  Does anyone remember the name of
the company(s) that purchase this material?  They might have been located 

in Chicago or the Midwest .  I have searched the IPC archives but was
not successful in locating those postings.
