I would specify 1.0 mil in the hole (standard measuring methods) except
for holes below 0.0135" diameter and/or boards thicker than 0.095" where
I would switch to 1.2 mil in the hole. If the application is easy
(thermal in use, assembly) 1.0 mil is ok. The 0.007" spec is ok for
commercial, light duty or microvia.

Just my opinion.
