Hi Doug,

First you have to establish if you have a problem when the caps are under
normal/intended usage.  This can be established by taking a bunch of the
hummers and checking them with a field effect meter.  Plastic does not
generate a static charge by it's self.  I'm sure you reaize that many of
your assembly tools (such as screw drivers) have plastic handles.  Under
normal usage, they are considered as being safe.  I do recommend that you
go to dissipative caps.  I assume that that you have already shipped
hardware and want to establish a level of confidence for your customer that
you did not induce latent defects to the product.
