Douglas,
The question is, where do you perform the action of  putting the
protective cap on the connector? Good house keeping requires
that:-
There should not be any static generating items within a static
free area.
There should not be any opportunity to open a static bag and
handle an ESD sensitive component outside a static free area.
It is not a good idea to have any item that can generate high
levels of static in contact with or even near an ESD sensitive
unit. This philosophy will give the customer the confidence that
you take ESD precautions seriously.
Why not fit a metal nut just to protect the threads? The contacts
should be fully protected from contamination by being placed the
ESD bag.
There are many companies producing all sorts of static
dissipating goodies but they tend to be pricey.
