Try this shareware gerber viewer, it will convert gerber files to bitmaps:

Hi Matthew,

        what we specifically want is the following:

we receive PCB already designed by various customers. For many of them,
we have the gerber file coming with it. We have to extract from the
gerber file a silk screen that we will import as a bmp (bitmap) file
(size 256x256 pixels) in another software, which software will overlay
the silk screen onto a thermal signature of the board. It is important
that we be able to export the silk screen as a 256x256 bmp file,
otherwise our software will not be able to overlay it on the thermal
signature.

Also, prior to exporting the silk screen in a 256x256 bmp file, we have
to be able to dimension it at the size of our thermal signature image
(smaller then 256x256). The surrounding area of the silk screen will be
all white in order to fill the 256x256 array.

The whole process would be:

Gerber file -------->Software A (the one we are looking for) -------->
Software B (our software)
                  - Redimension the silk screen                   -
Overlays silk screen
                  - Save it as 256x256 bmp image

Given these specifications, would you know a software (software A) that
could satisfy my needs.
