PCB artwork costing depends totally on the layers involved,
the size of the layers, the intricacy of the layout (i.e.,
enormously tight thin paths).  If the change you intend is
not affecting form, fit, nor function, the change should be
very cheap (less than 200$, up to $1000), as a minor rev
change. Many times a change in revision can be dictated by
whole rev changes versus minor rev changes.  Rev A to B,
for example, would indicate to our mfg floor to no longer use
A.  Rev A to A1 would permit both A and A1 to be use
documentation update, minor tolerancing changes, etc.)

You must up the revision however.

The mfgr fabricating the board has the legal responsibility
to create the board according to the latest revision.  If
two versions of the same revision exist, it's the mfgr's pick
then.  Because of company relationships, the mfgr will
probably seek to use the altered version of the rev.  The
effect however, would trickle through the company - through
purchasing, quality, inventory, etc., as all who reach for
that revision could for all purposes pick up the undesired
version instead of the desired.

Overall though, a none fit/form/function change should be
a breeze and very inexpensive.
