If you're referring to .059" FR-4, I would agree with you.  Most double sided fabricators are capable of
fabricating .031" or .025" PTH boards.  If you deal with a board house capable of fabricating buried vias
(sequential lamination) or thin cards, the lower limit of your choices should be even lower with FR-4.
