I have a BGA balling system that works really well.  It is a very flexible
system that would allow you to ball one BGA or many at time.  The quantity
you want to ball at one time is dependant on the size of the BGA you want to
ball, the type of stencil you have made, and the number of parts your
fixture can hold.

The system is easy to work with, with an extremely short learning curve, and
is very repeatable.

The system is by a company called QTA Machines.  The phone number is (949)
581-6601.  Ask for Ed.  The system costs approximately $7,500.00.
