Hello Bill,

The NHB5300.4 (3A-2) was preceded by NASA-STD-8739.3, December 1997.
Below is a website that has this standard listed.

The cleaning solvent we've had approved in the microelectronics lab
is Axarel 2200 with a deionize rise although for spot cleaning we only
use the isopropyl alcohol.
