It's simple really- do your job better today than you did yesterday. Pay
attention to the design process & tools, making efforts to capture metrics so
you can tell if you are improving. Form Employee Involvement Teams (EIT's) to
bring people with common purposes together to discuss how they do their job,
what problems they are encountering with tools, customers, suppliers, etc. We
have been continuously working on our PWB design process here for over 20 years.
CAE systems have come and gone, the organization has changed many times, but our
PWB Design EIT is still going strong!

Put a definition on "quality" first.   A negative definition might be "...having
to do a re-design due to human error or miscommunication"   but define quality
before you try to reinforce the behaviors you are looking for....the more
"quantitative" you can be in defining quality, the easier it is to assign
positive reinforcement ideas.
