Steve,
check the Gov. web site for "Single Process Initiative (SPI)".  The movement
started 1994 in order for Gov. be able to benefit using "performance Spec"
and Best practice of Industry in term of well defined Non-Gov. standards.  I
believe Lockheed Martin's SPI concept paper was used as example by the Mil.
The document included the replacement of 55110 and 2000A
