Here is the situation as I understand it.

MIL-P-55110 is now MIL-PRF-55110 Rev. F, Amendment 1.  Amendment 1 was
published as of 27 November 1998.

MIL-PRF-55110 is inactive for new designs as of 31 December 1998.  This
appears right on the face of the specification.  Old designs may
continue to be built to MIL-PRF-55110 -- in fact a board shop can still
retain/attain their qualification to it.

MIL-PRF-31032 is not the designated replacement for MIL-PRF-55110
although some would prefer if that were the case.  There is no
designated replacement that I am aware of.

On the QML-31032-5, dated 25 November 1998, there are five (5) board
shops (compared to hundreds for MIL-PRF-55110) that are qualified to
MIL-PRF-31032 -- most of them are captive shops.  (The QML is available
for download at DSCC's web page: www.dscc.dla.mil/programs/QmlQpl)

So, depending on what your Purchasing Manager meant by "continue
MIL-P-55110" they may be right.
