     Dave.

Many years ago when I first started looking into post wave
cleanliness comparisons between CFC cleaning and No Clean I used
MIL-P-28809 as my standard. This Military Spec used to have the
acceptance limits for the Ionograph and the old Alpha Metals
     Omegameter. The limits were.

     Omega Meter 2.2ug NaCl/cm2 14ug NaCl/in2
     Ionograph 3.1ug NaCl/cm2 20ug NaCl/in2

How this spec compares against your IPC spec I couldn't say.

     Happy cleaning.
