I wonder if it could be possible for a registration number/code to be
given to technetters, then included in the email (I.E. as the first
line)
which is then checked and stripped out by the server.

Refusing emails that do not have the "secret" registration code in and
distributing ones that do would prevent any "outsiders"
from abusing the system yet still allow "technetters" to send mails.

Anyone found to be abusing the system (for instance joining under a
phoney name & spamming etc) could then be refused distribution rights by
excluding them from the authorised users list.

Apart from the bit about barring the bad boys & girls, this can all be
automatic, leaving Hugo to enjoy a beer or two...
