There is quite a bit of confusion regarding the military and any
specification,
but board specs seems to be one of the last to go.

After we got the notice regarding canceling 55110 for new designs, we (a test
lab that performs qualification testing) continued to get new qualifiations to
55110.  I called DSCC and really wasn't given a very exact answer.  But
what is boils down to is that the Govt cannot require that their
specifications
be referenced on any drawing.  So if people want to use 55110 or IPC-6012 it
is up to the person who owns the drawing. Since 55110 is called out on so
many drawings and mfgrs want to maintain their qualification to 55110, they
will continue to maintain the QML with all the govt red tape that is required.

As far as 31032, if no one references it on a drawing then there will be no
real need to use it or maintain it.

Since IPC-6011, 6012 and 6013 are now in existence, with 6011 establishing the
quality program for all board types, it should happen that 31032 would never
be
used.
