I'm not aware of any standard criteria regarding the acceptance of cracks as a
result of drilling or any other operation.  It generally depends on the exact
circumstances of the condition and the degree of severity.  Can you provide us
some additional detail; perhaps describing the cracks; what type laminate;
when/how detected; etc.?

By the way, I sent a copy of this on to Claude West, so you may hear from him
independantly.
