Thanks for the input.  Yes, I did see 2.2.1 also and took that into
consideration.

Unfortunately, common sense doesn't always apply when you are
dealing interdepartmently or with Q.C. or such.  They request a
specification or documentation; something that is viewable, printable or
documentable, usually to cover their own behinds.  With the 600
document adressing plated through holes specifically there was some
question as to what to do in our particular situation.

The other part that addresses burrs is 2.1.1 which describes edges - not
unsupported holes.

Common sense would lead me to question the burring's effect on form, fit
or function.  All of which can be found in the workmanship requirement.
