        Ken,
                Don't read too much into the title of a chart. Different CAD

        systems have different default titles for those tables. Look at the
information
        in the larger context of the fab drawing. "Drill Chart", "Hole
Chart", "Drill
        Schedule", "Hole Schedule", "Drill Table", etc. are all titles I
have seen.
                What's important is whether the information within the table
        indicates that the size given is for the finished hole, and whether
the hole
        is plated or not. That will determine what size YOU need to drill
at.
                A rule of thumb for creating an engineering drawing is that
        the drawing depicts the end product.
                Also, check the notes. Sometimes there will be a note
telling
        the reader that all hole sizes given are "finished" size. Again,
read the whole
     drawing and put that table into the context of the overall drawing.
