Chlorine gas is by far the cheapest, IF you do not include the cost of the
(not-so) cheep s**t that you have to go through with most regulatory agencies
in the US.

Sodium Chlorate is the next more costly, however Hydrogen Peroxide has some
interesting avenues, if you can exploit them.

Turns out that Sodium Chlorate generates Sodium Chloride as a by product in
the spent etchant, and almost mandates that you have to have it hauled as a
hazardous waste, which, of course, adds $$$$ to the cost.

However, when you use Hydrogen Peroxide, you get essentially pure Cupric
Chloride solution, and in theory, you can sell it to people who want to buy
Cupric Chloride.  Finding this user can be a challenge, but it can make the
cost of Hydrogen Peroxide go down to less than zero.

You want to buy bulk liquid Sodium Chlorate?  Smart, how big bulk?  If you can
take 4000 gallons, you want to go to the manufacturer of Sodium Chlorate,
which is I believe Atochem?  Smaller bulk than that means buying it from
somebody who buys in bulk trucks (4000 gallons) and repackages.  Where are you
located?  This will help define who you want to buy it from.
