Hi

Annular ring on external is the inside of the "plated hole" to the edge of the
land, and on internal it is the inside of the "drilled hole" to the edge of
the internal land.   This is from IPC 6012 para. 3.4.2 and 3.4.3.  The same
wording occurs in the superseding specification, IPC-RB-276
