MIL-C-28809B was canceled without replacement by Note 1 dated 21 Apr. 95.
New Programs required a waiver from DOD in order to invoke how to Mil-STD's
except for some exceptions.  Commercial customers should not refer to this
document as it is outdated and does not reflect the current level of
technology.  I suggest you contact your customer and have them remove it
from your requirements.  You can replace it with current IPC specifications
fairly easily.
