I believe it's IEEE that you are looking for. Doesn't JEDEC register
packages? For instance
2NXXX can be registered with JEDEC in multitudes of package form factors;
e.g. TO-3, TO-5, TO-99, TO-254, etc.

I believe this is done by JEDEC Solid State Technology
Association which is a body of Electronics Industries Alliance (EIA)
you can find them on the web http//:www.jedec.org/.
