In your initial evaluations you could use IPC-B-24 boards to perform
Surface Insulation Tests.  These boards are only comb patterns
with no components on them.

Once you have a material narrowed down, you can use IPC-A-36 boards
which have components on them - or any other board of your design which
has uncovered conductors under components that can be biased and
monitored for changes in resistance.

Surface Insulation Resistance testing (SIR) gives you a functional
test that tells you what residues left on the board will do to insulation
properties of the boards.
