This depends on a few things:  one, how much do you know about
the process, two: are you buying the product "turn-key", three; is
the end product your goal.  It is usually better to let the guy doing
the assy to establish the panelization so you can be sure it all
fits on his equip.  Also, he should squeeze as much out of a panel
to get the best price.
Also, if you panelize, it may make sense to one assembly house,
but, if you go to another, he may not like what he gets.  I personaly
like to do it so that I know a little more about the pricing.
