I asked IPC the same question recently - and here's the answer:

We have 3 documents that might fit the description that your looking for and
they
are: 1710 - "OEM Standard for Printed Board Manufacturers' Qualification
Profile"
1720 - "OEM Standard for Electronics Manufacturing Services Industry
Qualification
Profile" and the 1730 - "Laminators Qualification Profile".
