Bare boards are normally tested prior to application of organic coatings, to
avoid the affects of test probe punctures in the coat during storage and
processing.

By the time one has assembled and soldered the circuit card assembly to the
point of being ready for in circuit test, the organic coat has either been
displaced by the solder application or removed by cleaning process.
