Little Fuse and a couple of others. Sometimes, "German Silver" (forgot the composition but
tarnishes/oxidizes readily) is used as the case's metallic interface. Some recommendations
include (from Dr. ? at Hughes - I will get his name) using "stainless" flux. The stuff is
very active and gets the job done. Another path I took was to have the metal surface
immersion tin coated for much better solderability without the hassle but for relatively
shortened shelf life.

You seem to be on the right track from your previous position. The manual abraiding doesn't
quite get it, nor does mild flux except with different metallization. You may rund lab
analysis to determine the true case metallization.
