Dennis,
As a board vendor, our basic rule of thumb is to maintain a 1" minimum
border on the panel with  minimum spacing at just enough to accomodate a
router bit but preferred at .2 or better.  There is also the option of
scoring the two boards apart, leaving even less than the router bit
width.  Different tooling systems can dictate the available useable
space within the panel, which explains the difference among your
vendors.
