 Hi Dennis,
   16.5 X 11.2 is possible with no fabrication issues. This is based on
leaving a .75 X .75 boarder of thiefing and a .1 rout separation between
the pieces.
   The .75 X .75 is necessary for plating clamping and possible post
etch punch. If these boards were double sided you could actually squeeze
larger pieces on the board.
   If the boards were square, ( at least on one edge ) you could gain
another .1 back by scoring instead of routing. Hope this helps!
