Paul,
        If your solder resist is liquid photoimageable, then you have to be careful with
your water wash. It is not recommended to go over 40 degees celcius as this will cause
white marks due to absorbed moisture. It is removable by baking the boards. This does
happen on fully cured resist. Some water wash systems are worse than others.
