+/- 25um PTH tolerance is tough but DEFINETLY do-able, for the right price.

May I suggest you contact Bob Whitehouse at 607.687.3425 or John Bourke at
607.687.3425, both of Hadco Corporation.  At one point we were shipping 15K
per week of a PGA with 387 PTH's with +/- 25 um.  Bob and John will get you
on the right path. Feel free to mention my name as an initial contact.

Do they want to pay a gabazillion dollars per board?  What material are they
going to use?  What about how
they will measure it?  At what temp and humidity?  With certified plug
guages?

Sounds like you got a 'newbie' at board design.  We do millions of through
hole board per year and our hole
tolerence is +/- 0.003 except for tooling holes which are +0.004 -0.000 and
our leads on our components
meet the JEDEC requirements.  We as a rule take a nominal lead size add
0.015 to it and that it the hole
size for high speed auto insertion of through hole components.  Twelve years
at one company doing it this
way, not problems that we know of.  We also allow +/- 0.005 on slots as long
as the board is routed not
punch & crunch.  If it is P&C we ask for +/- 0.003.  If you want more info
let me know but I dont think
just based on enviromental factors that a +/- 0.001 is acheivable is
standard board material like CEM-3
CEM-1 or FR-4.
