That's cause you used a low-tech PTH board, need to have a SMT board that has
tented vias...B^D
Scenario:

Ring,ring...ring, ring...

Customer Service Rep: "Hello, XYZ FAB house may I help you?"

Customer: "Yes, this is Joe Blow from Build Em' Fast Electronics, have you
started our fabs yet?"

Customer Service Rep: "Not quite yet, but soon."

Customer: "Good, I need to make a change, I want the via's tented on the fabs.
I need to make the change because my engineers pencil lead keeps getting
caught in the via's..."

Customer Service Rep: ?!?!??!!
