John,
I have recently gone thru that selection/procurement process and here
are my thoughts:

If you have demo'd the chosen BGA rework station on your actual product
and the machine performs adequately on todays requirements and meets the
near future requirements, buy it.

If you want to know why the upper end units are so expensive, ask their
technical sales people.  They are generally familiar with their
competition and will explain the added enhancements.  If you have high
value, difficult product to rework, you probably need those
enhancements.

In my application, I had 14 layer boards with thermal planes.  The
removal process was not to difficult, but the mounting and resoldering
required an accurate alignment system, sturdy frame, and robust top and
bottom heaters to achieve the thermal profile I needed.  The high end
machines are also more automated, minimizing possibility of operator
error.  You don't have to screw many BGA's up to have test, quality, and
the customer lose confidence in your process and make your life
miserable.

Another thing to consider is that since BGA's can not be hand installed
like other components, an adequate BGA rework station can  serve as a
reliable back-up system to your manufacturing line.
