I'm with Jack, other than to say I don't call them out in the documentation. I've dealt with this issue
over the years, and my safe-guard is always, know what YOUR fab shops do, and let them do it. If they like
the unused pads in fine. If they want them out, fine. They can just as easily remove them with their CAM
software, much easier than I can selectively delete them (via pads out, thru hole "leaded" pads in). I have
always left ALL my unused pads in.
