The answer to most of your questions are that page 19 of IPC4101 has a
list of all the new spec sheets with cross references to the NEMA and
MIL-S-13949 classifications.   For customers that continue to use the
old designations, in most cases we just go ahead and build the board
with what was requested.  The obsolescence of the specification hasn't
erased our memory, at least not yet.  There have been a few instances
where we've had to get clarification on some of the old MIL-S-13949
designations.  For instance, GF/GFG materials have been split into two
spec sheets, one for "high Tg FR4" the other for Epoxy/PPO.

We have worked with some customer's to get the converted over to IPC4101
if they've asked.  We aren't asking anybody to convert over, though we
might start doing so in the future.
