Dennis:

The maximum number will depend on the minimum dielectric thickness you
allow (don't forget UL requirements) and the copper weight you use.  If you
assume 1 oz copper inner layers and 1/2 oz plated to 1.5 oz total on the
outers, and 5 mils minimum dielectric between each layer, you should be
able to fit 10 layers into a 0.062" and 16 layers into a 0.093".  These
assumptions will make the pcb manufacturable by most fabricators.
