Hello, Jos.
Ceramics is not my specialty, just happened to get into it a little when
we had (and still have) some strange problems with ceramic components.
Pb seem to be used in a group of ceramics called Relaxor Dielectrics.
Typically these material can be sintered in as low temperatures as 950
degrees Celcius. Example:

              Pb(Fe2/3 W1/3)O3 - PbZrO3 plus MnO2 with k´>5,000, tan
delta 0.01 and Ris approx 10exp10 Ohm-cm.
                      O.Iizawa, S.Fujiwara, H.Ueoka 1980.
There are certainly hundreds of technicians you can call for mor
information. For instance AVX/Kyocera, Coors and many more.

As I said, just happened to get a few lines under my eyes about the
issue. Good luck!
