Please check old responses to this question in the Technet archives.

Short answer; there are no pass/fail criteria for this test for no clean
fluxes as many of the ions detected by this methods are from the
dissociation of carboxylic acids, rather than (I guess this answer isn't so
short after all) the nastier halides or sulphate.   What you can do with
this test for no-cleans is find out whether you are giving your boards a
flux bath - use it as a green/yellow light, rather than a green/red light.
