Kenny:  If you have a DOD or NASA contract that specifies Mil-Std-1695 you are
obligated to adhere to the terms of that contract until such time as the
contract is modified to eliminate 1695, Mil-Std-2000 or whatever (with
concurrence of the contracting agency).  Now, if you have a new DOD or NASA
contract that doesn't specify anything (hard to imagine) then you can do
pretty much what ever you please.  If working to J-STD-001B you might read
par. 3.7, 3.7.1, and 3.7.2 which provide some advice (but not requirements)
about what it would be nice to do.  The IPC-A-610B Acceptability standard has
some advice in par. 1.3 and Table 1-3 about physical handling of products.
The OSHA, EH&S guidelines are good to follow for protecting the labor force,
but don't necessarily assure an environment in which processes will function
reliably.
Hope the above clears up some of the uncertainty that seems to reign since the
