Hi Bridget,
The document (aka MIL-STD-2000 Revision B) was written as a transition
document to support the procurement needs during the US DOD transition to
industry standards.  To my knowledge all military contracts were directed
by the DOD to cancell MIL-STD-2000 (and similar documents, i.e. WS-6536,
MIL-S-45743) and replace with ANSI/J-STD-001.  You may want to check with
your contract/procurement folks.
Since the document has a "reproduction authorization", I suggest

  Naval Air Warfare Center Aircraft Division
  Lakehurst, NJ

Bob led the soldering technology standardization effort and should be
