Possibly you are refering to ANSI/IPC-A-610...not 600
In our case (i'm UK like yourself) its an industry requirement...that is to say, we, as an OEM who subcontract our PCB manufacture to CEM's must specify an acceptance criteria for our product....contract doesn't cover anywhere near the amount of info needed....so when the CEM cocks up (or not) we have a written standard that both sides agreed to as an arbitor.....our CEM's actually prefer this as it stops most debate as to what is or isn't acceptable...they know their job and the requirements expected of them...everyone wins!
I will try and dig out some information on our training provider and costs, will send them of forum later.
