I am looking for a specification for rework, specifically, a lifted lead of
a component that will then get a jumper wire attached.

I haven't found anything that really seems to address this situation in
IPC-610, IPC-700 or
JSTD-001.

Is there another spec I need to look at, is this not acceptable to IPC, or
have I just missed
it in one of these manuals??

Any assistance or opinion appreciated.
