Hi Ted,

        It really started at Northern Telecom by a fellow by the name of
Mannicotti (I don't know the first name). We implemented a test evaluation at
TI shortly after we saw his paper on the subject, and saw that it was indeed
practical. We did not pursue it further. DEC in Canada did pick it up and
develop a full blown system using the technology. From there on you are
correct.
